Why Oregon?
A few factors explain why Oregon's ghost rate is more than double the national average:
1. Small total market, outsized impact. Oregon has only 55 total operators. It takes just 12 bad actors to push the rate above 20%. In a state like Texas with 728 operators, 12 ghosts would barely register.
2. Salem's state-capital vacuum. Salem is Oregon's second-largest metro but has far fewer established haulers than Portland. That vacuum attracts fly-by-night operators who set up Google listings to capture "dumpster rental Salem" searches without investing in real equipment or service.
